Visual Studio runtime is actually a recommended package that needs to be installed on your PC for other apps to run properly. Visual Runtime is adding some libraries that are requires by apps and games. If you remove it, then apps won't start.

For complete removal process, use Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.

The redistributables are used to provide support for apps that have been developed on Visual C platform, and those apps use shared libraries and code. Many developers include these libraries in their setup packages, but given the fact that almost all users have these libraries on their PC, it's easier to just release the product without them. Sometimes you don't even have to worry about them. If they're installed on your PC, the app will work just fine.

As always, if you remove them, note their name in case something goes wrong and have to install them back.
